Regular Meetings 

The Perry Township Board of Trustees meets in Regular Meeting format on the first and third Tuesday of every month at 7:00 PM.   

The meetings are held at the Township Hall located at

3111 Hilton Street NW

in Massillon. Regular Meetings include reports by Department Heads, the Law Director, and the Township Administrator.  The public is welcome to offer comments during the Public Speaks portion of the agenda on township related matters.

Trustee Haines made a motion that the Board adjourn into Executive Session pursuant to ORC 121.22 (G)(1) to interview for the Assistant Board of Appeals Alternate applicants; Seconded by Trustee DeChiara.

Trustee Haines made a motion to approve bills and payroll in the amount of $130,554.23 for the week ending February 9, 2016 and bills in the amount of $43,961.52 for the week ending February 16, 2016,  for a combined total of $174,515.75; Seconded by Trustee Chessler.

Consider Accepting 12/1/15 and 2/2/16 Meeting Minutes

 

Trustee Haines made a motion that the Board accept these minutes of December 1, 2015 and February 2, 2016; Seconded by Trustee Chessler.

Administration: 

 

Consider Appointment of the Board of Zoning Appeals Alternate Position

 

Trustee Haines made a motion that the Board table this matter as there was a miscommunication on one of the applicants scheduled for March 1, 2016 instead of this evening; Seconded by Trustee DeChiara.

Trustee Haines indicated that there are 45 pages of supporting documents regarding the Agenda this evening, signifying the paper that is saved by the Board and department heads being able to view these electronically.

 

Fire Department:

 

Consider Accepting Resignation of Valerie Ady PT Firefighter/Medic

 

Trustee Haines stated that Fire Chief Martin had forwarded a memo to the Board stating that the Fire Department is requesting that the Board of Trustees accept the resignation of probationary part time firefighter/paramedic Valerie Ady effective Tuesday, February 16, 2016.  The resignation letter from Valerie Ady states that due to a car accident she is not able to fulfill her duties as she had hoped and stated that she was thankful for the opportunity to be a part of the Perry Township Fire Department.

 

Trustee Haines made a motion that the Board accept the resignation of Valerie Ady, part time firefighter/paramedic effective February 16, 2016; Seconded by Trustee DeChiara, with appreciation of her service.

Police Department:

 

Consider Hiring for Fulltime Police Officer Danielle Babbo

 

Police Chief Pomesky recommended to the Board of the hiring of Danielle Babbo of North Canton, Ohio as a full time officer.  Chief Pomesky stated that Danielle is a graduate from Kent State University with a Bachelor’s Degree in Criminal Justice.  During her time at Kent State University, Danielle completed a five (5) month internship with the United States Marshall’s Service.  Miss Babbo previously worked at Marlboro Township Police Department, and the Stark County Sheriff’s Office.  Chief Pomesky indicated that while conducting Miss Babbo’s background check, they spoke with many people, including her previous employer adding that everyone spoke very highly of Miss Babbo.

 

Chief Pomesky stated that their request is to hire Danielle Babbo this evening as a full time police officer with her start date to be April 1, 2016 at 0900 hours.  Miss Babbo will be entitled to a uniform allowance in the amount of $1,200 per year and her starting salary will be $18.73 per hour.  Chief Pomesky indicated that Miss Babbo has successfully passed the required pre-employment tests and background checks for the Police Department.

 

Trustee Chessler stated that it was his pleasure to make a motion that the Board hire Danielle Babbo to be employed by the Perry Township Police Department as a full time police officer effective April 1, 2016 at 0900 hours at a rate of compensation of $18.73 per hour and she will also be entitled to the other benefits that are set forth in the Collective Bargaining Agreement, including, but not limited to the uniform allowance of $1,200 per year; Seconded by Trustee DeChiara.

Trustee Haines requested Danielle to please raise her right hand:

 

I, Danielle A. Babbo, do solemnly swear and affirm, that I will support the Constitution and laws of the United States of America, the Constitution and laws of the State of Ohio and that I will faithfully, honestly and impartially discharge the duties of a police officer and in for the Police District of Perry Township, Stark County of Ohio during my continuance in that office.

 

Trustee Haines indicated to Danielle that the Board has made the motion and she has been officially sworn in; Trustee Haines congratulated Danielle.

 

Road and Park Department:

 

Consider the Purchase of the 10 Foot Dump Truck Bed and Hoist

 

Road Superintendent Masalko stated that the Road Department is asking the Board’s permission to purchase a 10 ft. dump bed for the 2016 Freightliner purchased this year.  This item for 2016 Freightliner has been budgeted for purchase.  The Road Department has received two (2) quotes:

 

The cost for the 10 ft. dump bed and hoist:

 

 

 

  • Ace Truck Equipment                                     $9,064.00

 

  • Gledhill Road Machinery Company          $9,482.00

 

Road Superintendent Masalko indicated that the third quote came in today adding that it was too late to add to the Agenda and also indicating that the quote cost was too high to even be considered.

 

Road Superintendent stated that after looking over the quotes and speaking with head mechanic, Dale Lake, is recommending Ace Truck Equipment in the amount of $9,064.00.

 

Trustee Haines inquired if we would paint this ourselves; Road Superintendent Masalko indicated that they would utilize an outside source.

 

Trustee Chessler inquired if there were any significant differences for the difference of $400 between the two (2) quotes.  Mr. Masalko stated no, but added that they do like working with Ace Truck and they have treated us well in the past. 

 

Trustee Chessler verified that Ace Truck Equipment is in Zanesville.  Mr. Masalko stated that was correct.

 

Trustee Chessler stated that based on the information presented makes a motion the Board authorize the purchase of a 10 ft. dump bed as quoted by Ace Truck Equipment in an amount not to exceed $9,064.00; Seconded by Trustee DeChiara.

Consider Hiring Casual Part-Time Employee William Huff

 

Road Superintendent Masalko stated that the Road Department is asking the Board to consider adding William Huff to the pool of casual employees, starting at $12.50/hr. after drug and alcohol testing and drivers license background check. 

 

Trustee Haines made a motion that the Board approve the hire of William Huff to the pool of casual employees starting at $12.50 per hour after drug and alcohol testing and drivers license background check and based on the completion of those two things; Seconded by Trustee Chessler.

Consider Removal From Payroll Records Casual Part Time Employee Timothy Cline

 

Road Superintendent Masalko stated that the Road Department is requesting the Board’s consideration of the removal for Timothy Cline; therefore, Fiscal Officer Schlegel can remove him from the payroll township records.  Mr. Masalko indicated on the day that Mr. Cline was to begin employment with the Township, he had left a message that he had found full time employment elsewhere.

 

Trustee Chessler stated that based on the information from the Road Superintendent makes a motion that the Board terminate its employment relationship with Tim Cline as a casual employee assigned to the Road Department effective immediately; Seconded by Trustee DeChiara.

Zoning:

 

Consider Appointment for Transcription of Zoning Board Minutes

 

Trustee Haines indicated that Zoning Inspector Weckbacher has forwarded a memo to the Board requesting the approval of the hiring and appointment of Kathy Oprisch to transcribe the minutes of the Perry Township Zoning Boards at a rate of $100 per meeting.  Zoning Inspector Weckbacher verified that  this is the same rate that Keri Robinson received; referencing her letter of resignation, attached before the Board.  Keri indicated in her letter of resignation that being recently married and expecting their first child, she would like to take as much time as she can to be with her family, but thanked the Board for the opportunity to work with the zoning inspector and zoning boards.

 

Trustee Haines verified the transcription of the zoning board minutes would be done away from township business.  Zoning Inspector Weckbacher stated that was correct.

 

Trustee DeChiara made a motion that the Board hire Kathy Oprisch at a rate of $100 per meeting to transcribe the zoning board minutes; Seconded by Trustee Haines.
