Regular Meetings 

 The Perry Township Board of Trustees meets in Regular Meeting format on the first and third Tuesday of every month at 7:00 PM.   

The meetings are held at the Township Hall located at:

3111 Hilton Street NW

in Massillon. Regular Meetings include reports by Department Heads, the Law Director, and the Township Administrator.  The public is welcome to offer comments during the Public Speaks portion of the agenda on township related matters.

Trustee Laubacher  made a motion that the Board adjourn into an Executive Session pursuant to ORC 121.22 (G) (2) to include the Board, Fiscal Officer, Law Director and Bob Fonte; Seconded by Trustee Haines.

Trustee Laubacher made a motion to approve bills and payroll in the amount of $331,840.38 for the week ending March 25, 2014 and bills only in the amount of $29,606.47 for the week ending April 1, 2014 for a combined total of $361,446.85; Seconded by Trustee Chessler.

Trustee Haines made a motion to accept the minutes of the March 18, 2014 Regular Meeting; Seconded by Trustee Chessler.

Administration:

 

Consider Street Lighting Resolution

 

Trustee Laubacher stated that he has been working with Law Director Hall and Sherri Stewart from Perry Local Schools in regard to a Street Lighting Mutual Aid Agreement between the Perry Local Schools and the Perry Township Board of Trustees.  Trustee Laubacher stated that he has also been working with the new area manager of First Energy, Dana Heffner, who is taking the place of Ray Martinez.   

 

Trustee Laubacher stated that the first item on the schedule is a large map of 13th Street and Genoa.  In addition, a smaller map indicates six (6) lights around Watson School.  Through the Law Director, the Township has drawn up a contract wherein the school board will agree to pay for the above mentioned street lights around the schools on 13th Street, Watson School and Genoa Avenue.  Attached before the Board is a copy of the contract, list of all lights mentioned and cost of those lights, total cost being $203.00 per month.  The Board of Trustees will agree to take care of the light on the corner of Genoa and 13th, a 175 Watt Mercury, in front of the Police Station which would cost $5.00 per month.

 

Law Director Hall indicated that the contract would continue until terminated by one with that authority and the rates will be adjusted annually as the rates are assessed.

 

Per Trustee Laubacher, Sherri Stewart , Director of Business Operations at Perry Local Schools stated that the Board of Education has given their go ahead in regard to this matter.

 

Trustee Haines stated that just one correction to bring to light was the wording 13th and Fairland, it should read 13th and Fairlawn.

 

Trustee Chessler stated that based on the information that the Board has and based on the review of the Law Director and based on the Board’s authority, makes a motion that the Board of Trustees enter into a mutual Street Lighting Agreement between the Perry Board of Trustees and the Perry Local School District Board of Education on the terms that are outlined in the written agreement; Seconded by Trustee Haines.

Trustee Laubacher stated that there are two (2) additional contracts, attached before the Board, that need to be addressed.  The first contract is in regard to the eight (8) lights on Erie Avenue and Navarre Road, and associated equipment for permanent removal by Ohio Edison at the cost of $2,014.65.  The remaining contract addresses the permanent removal of forty-one (41) street lights and associated equipment on Summerdale, Genoa, Highland, Marion, Austin, Bailey and Canford by Ohio Edison at the cost of $10,399.31.

 

Trustee Chessler inquired what the basis was for the power company to indicate what lights they own that the Township has to pay for.  Law Director Hall indicated that this comes from the regulations of the Public Utilities Commission. 

 

Trustee Chessler made a motion that the Board authorize the necessary steps to be taken to complete the removal of the street lights that are outlined in the March 28, 2014 letter to Perry Township from Dana Heffner of First Energy.  The lights in question are set forth and identified in this letter with the cost for their removal to be approved and expended in the amount of $10,399.31 and also authorize similarly, the removal of the lights indicated in the letter to the Board dated February 26, 2014 at a total cost for their removal in the amount of $2,014.65; Seconded by Trustee Laubacher.

Question from the audience inquiring how much it cost to run those lights.  Trustee Haines stated that they could address this question during the Public Speaks portion of the agenda.  Trustee Laubacher also stated that he could get this information after the meeting.

Police Department:

 

Consider iLincs Support Agreement

 

Police Chief Pomesky stated that the Police Department is asking the Board of Trustees to authorize the annual maintenance agreement renewal expenditure of $7,770.00 for subscription fees for software and network services through Armada Group, Inc.   Armada’s application, iLincs, allows participating agencies to access, enter and share, text and image data.  Armada manages all services and maintains all the back-end hardware supporting iLincs.  Invoice attached before the Board.

 

Trustee Chessler inquired in regard to the above mentioned invoice description, an error that listed only 3 connections at $195.00.  Chief Pomesky stated that it was an error on Armada’s part.

 

Trustee Laubacher made a motion that the Board authorize the Police Department for the expenditure of $7,770.00 for subscription fees for software and network services through Armada Group, Inc.; Seconded by Trustee Chessler with a request to Chief Pomesky to get a verified and accurate invoice that reflects how this amount is described.

Road Department:

 

Consider Hiring Blake Kintz ~ PT Park Employee

 

The Road Department is asking the Board to consider adding Blake Kintz as a part time seasonal employee for the Park Department.  Wage is $10.50/hr. to work 28 hours a week and not to exceed 1500 working hours within a year.  His driving record was checked and has no violations.  With Board approval and after he has passed the drug and alcohol testing, his start date would be April 14, 2014.  Attachments before the Board.

 

Trustee Haines made a motion that the Board authorize the hire of Blake Kintz as a part time seasonal employee for the Park Department, his wage to be $10.50/hr. to work 28 hours a week and not to exceed 1500 working hours within a year, his start date would be April 14, 2014; Seconded by Trustee Chessler.

Public Speaks-Open Forum:

 

Ralph DeChiara, 765 Delverne Ave. SW, Canton – Mr. DeChiara inquired about all the street lights throughout the township that are shut off.  His question was if the Township was still paying for these lights that are not in a formed lighting district.  Trustee Laubacher gave a brief explanation as to the lighting districts that were formed and also referred to the agreement with the Perry Local School Board in regard to specific lights in and around the schools that would be taken care of by them.

 

Timothy Blythe, 2956 Bridgeton St. NW, Massillon, OH 44646 – Mr. Blythe had a question in regard to when the lighting districts were originally initiated and as to the process for the cancellation of lights if not in a lighting district.  Trustee Laubacher gave a brief explanation of the Township’s process and the steps that were necessary to be taken for the cancellation of specific lights within the Township.

 

Mr. Blythe inquired as to not seeing the savings this year from lights within the Township being turned off but more to the lighting district themselves.  Trustee Laubacher explained that through no fault of the Township, the process of the cancellation of the lights not formed through any lighting district has taken time to be completed but is in the final stage.
